2026 Legislative Short Session
Rogue Climate staff and the Legislative Volunteer Team worked hard to identify priorities for the upcoming legislative short session, which runs from February 2nd to March 8th.
At at time where we are seeing daily attacks on our rights and our neighbors, we remain committed to uplifting Southern Oregon voices in the state legislature to demand strong climate action and investments into our communities.

Make Polluters Pay: Climate Resilience Superfund (SB 1541)
Holds global fossil fuel polluters accountable for climate damages that Oregonians are currently paying billions of dollars for. Money collected from this bill would fund climate resilience and wildfire mitigation projects across our state.
Balcony Solar (HB 4080)
Provides solar opportunities for those who can’t access rooftop solar, giving renters cost-savings and a reliable source of energy disconnected from the grid.
Federal Tax Disconnect (SB 1507)
Oregon can protect schools, healthcare, and other essential services by stopping costly tax giveaways to corporations and the rich through tax breaks recently passed in H.R.1.
Immigrant Justice Package
Protections for immigrant access to financial support programs, de-masking and notice laws for federal officers, data protection, and more to protect our communities.
Move Oregon Forward (Transportation)
Measure What We Drive (SB 1542) sets standards to ensure major projects actually meet Oregon’s transportation goals. Guardrails for Good Governance (SB 1543) establishes strict oversight to improve how the agency manages its debt, budget, and projects.
- Pay as You Save (SB 1588): Enables utilities to pay the upfront costs of upgrades for appliances like heat pumps and customers pay for the upgrade on their bill as they save.
- Virtual Power Plants (SB 1582): Directs utilities to make a plan for management of distributed energy resources, increasing community resilience.
Keep Oregon Nuclear Free!
After defeating 13 pro-nuclear bills during the 2025 legislative session, the nuclear study bill has returned. This bill, HB 4046, would use private funding (likely from Amazon) to look at the feasibility of generating and using nuclear power in our state. Concerns around nuclear revolve around safety, cost, unproven technology and the intended use of energy for data centers.
We need our leaders to be focused on real solutions to the climate crisis: energy efficiency, renewables, and storage–not wasting time and resources on a nuclear fantasy.
